Anmeldung in Berlin: Address Registration Guide

What is the Anmeldung?

The Anmeldung (address registration) is a legal requirement in Germany. Every person who moves to a new address must register at their local Bürgeramt (citizen's office) within 14 days of moving in. This applies to everyone: German citizens, EU nationals, and non-EU residents alike.

The Anmeldung is not just a formality. It is the foundation for almost everything else you need to do in Germany:

• Opening a German bank account
• Receiving your tax ID (Steuer-ID)
• Enrolling in health insurance
• Applying for or renewing a work/residence permit
• Signing up for a mobile phone contract
• Registering a vehicle

What Documents Do You Need?

Bring the following documents to your Bürgeramt appointment:

1. Valid passport or national ID card. Bring the original – copies are not accepted. If you are from outside the EU, bring your passport with your visa or residence permit.
2. Wohnungsgeberbestätigung (landlord confirmation). This is the most important document. Your landlord must confirm in writing that you have moved into the apartment. It includes the landlord's name, the apartment address, and the move-in date.
3. Completed Anmeldeformular (registration form). You can download this in advance from the Berlin city website (service.berlin.de) or fill it out at the Bürgeramt. The form is called “Anmeldung bei einer Meldebehörde”.
4. Rental contract (Mietvertrag). Not always required, but bring it as backup documentation. Some Bürgeramt offices ask to see it.

You can register at any Bürgeramt in Berlin – it does not have to be in your district. Here are some of the larger offices with more appointment availability:

How to Book an Appointment

Walk-in appointments at Bürgeramt offices are extremely rare. You must book in advance.

Online booking (recommended)

Visit service.berlin.de and search for “Anmeldung einer Wohnung”. Select your preferred Bürgeramt and choose an available time slot. Appointments are released approximately 2 weeks in advance.

Phone booking

Call the Berlin citizen hotline at 115 (available Mon–Fri, 7:00–18:00). The operators can book an appointment for you in German or English.

Tips for getting an appointment quickly

• Check the booking portal early in the morning (around 7:00–8:00) when new slots are released
• Check multiple Bürgeramt locations – availability varies widely between districts
• Try checking at different times throughout the day, as cancellations free up slots
• Some Bürgeramt offices accept walk-ins early in the morning if you arrive before opening

What Happens at the Appointment

The Anmeldung appointment is quick and straightforward. Here is what to expect:

1. Arrive on time. Go to the reception area and check in. You may need to take a number and wait briefly.
2. Present your documents. The clerk will review your passport, Wohnungsgeberbestätigung, and registration form.
3. Confirm your details. The clerk enters your information into the system. They may ask about your religion (for church tax purposes) and marital status.
4. Receive your Meldebescheinigung. This is your proof of registration. It is a single-page document with your name, address, and registration date.

The entire process takes about 10–15 minutes and is completely free of charge.

After the Anmeldung

Once you have completed your registration, several important things happen:

Meldebescheinigung

You receive this document immediately at the appointment. Keep it in a safe place. You will need it to open a bank account, sign insurance contracts, and for various administrative processes. If you lose it, you can request a replacement for a small fee.

Tax ID (Steuer-Identifikationsnummer)

Your 11-digit tax ID will be sent to your registered address by postal mail, usually within 2–4 weeks after your Anmeldung. This ID is permanent and stays the same even if you move within Germany. You will need to give it to your employer so they can process your payroll correctly.

Bank account

With your Meldebescheinigung, you can now open a full German bank account. While services like N26 or Wise allow remote account opening, traditional banks (Deutsche Bank, Sparkasse, Commerzbank) require the Meldebescheinigung.

Health insurance

If you have not yet enrolled in German health insurance, the Anmeldung makes this possible. Public health insurers (like TK, AOK, or Barmer) require your registered address.

Common Issues and How to Solve Them

No available appointments

This is the most common frustration. Berlin's Bürgeramt offices are notoriously overbooked. Try checking the booking portal at different times of day, try offices in outer districts, and be persistent. Cancellation slots appear regularly.

Missing Wohnungsgeberbestätigung

Without this document, the Bürgeramt will not process your registration. If your landlord has not provided it, request it in writing. Landlords are legally required to provide this form. If you are subletting, the main tenant must provide it (with the landlord's consent).

Late registration

If you register more than 14 days after moving in, you may face a fine of up to 1,000 EUR. In practice, small delays are usually tolerated, but do not wait longer than necessary.

Registering from a hotel or temporary accommodation
